The seal depicts the Roman goddess Virtus, symbolizing virtue, standing triumphantly over a defeated tyrant, symbolizing the end of British rule. The state motto, “Sic Semper Tyrannis,” meaning “Thus Always to Tyrants,” is displayed beneath the scene, emphasizing Virginia’s commitment to freedom and justice.
